This error is given when you ask too many load combinations. The expected number of ULS combinations is explained in this article. It is advised to keep the number of ULS combinations below 5000 (on average – depending on your computer specifics).

When you’ve too many load combinations:

• try to link load groups
• check if any load groups need to be incompatible
